Chad McNutt (Republican)
County Commissioner - - (391)
Biography
In 2013, my wife, Juli Anna, and I chose to make Natrona County our home with our young daughters, Georgia and Emie. We bought land, started a small commercial sheep operation, and have proudly called this community home ever since.
For more than 20 years, I’ve worked in environmental planning and resource management, helping communities, land managers, Tribal governments, and local governments address issues involving water resources, land use, infrastructure, and long-term planning. Before starting my consulting business, I worked for NOAA, where I helped develop drought early warning systems that supported communities across the country.
I continue to serve Natrona County as a member of the Planning & Zoning Commission, where I’ve gained experience with land use, development, property rights, and the responsibilities of county government. My education and experience have prepared me to bring thoughtful and practical leadership to the Board of County Commissioners.
Experience
I have served for three years on the Natrona County Planning & Zoning Commission, where I’ve worked on land use, development, and property rights issues. Professionally, I am an environmental planning and resource management consultant, helping communities with long-term planning, infrastructure, and natural resource challenges. As a rural resident of Natrona County, I understand the issues facing our communities and will bring thoughtful, practical leadership to the Commission.
Education
I earned a B.S. in Marine Biology from Texas A&M University and a Ph.D. in Biology and Biochemistry from the University of Houston. My training also includes approximately 12 years with NOAA, followed by consulting in environmental planning and resource management. I have practical experience through the Natrona County Planning & Zoning Commission, agricultural work, and operating a small commercial sheep business.
Community Activities and Memberships
Current member of the Natrona County Planning & Zoning Commission. Small business owner and former commercial sheep producer. Through my consulting work, I’ve partnered with local and Tribal governments across the West on planning, natural resource management, and community resilience initiatives. I’m committed to staying engaged, listening to residents, and serving the community where my family and I have chosen to build our lives.
Why I am Running
I’m running for Natrona County Commissioner because the decisions we make over the next several years will shape our county for decades to come. Issues involving economic development, land use, infrastructure, water resources, and growth deserve thoughtful leadership and a long-term perspective.
Through my work in environmental planning and resource management and my service on the Natrona County Planning & Zoning Commission, I’ve seen firsthand how good decisions are made. They come from asking tough questions, listening to the public, respecting private property rights, evaluating the facts, and considering both the long and short-term consequences.
I believe county government should be transparent and fiscally responsible. It should also be focused on creating opportunities for families, businesses, and our future generations. I’m not running because we’ve made Natrona County our home and I care about this community and want to make it a place where people want to live and raise a family.
As your County Commissioner, I’ll bring practical experience, an independent perspective, and a commitment to making thoughtful decisions that serve the long-term interests of Natrona County.
Top 3 Priorities
Support Economic Growth
Natrona County has tremendous opportunities ahead. I support responsible economic development that strengthens our tax base, creates good-paying jobs, and helps diversify our economy. I also support carefully considering impacts on infrastructure, our water resources, and neighboring property owners.
Protect Property Rights & Plan for the Future
Property rights are fundamental, but growth should be thoughtful and predictable. I’ll work to ensure land use decisions are made transparently with public input. Respect for neighboring landowners and careful consideration of long-term impacts on our community are also important considerations that should be weighed against growth and development.
Practice Responsible Stewardship of Taxpayer Dollars
Recent property tax relief measures could reduce county revenues in the coming years, making responsible budgeting more important than ever. I’ll focus on protecting core county services, investing wisely in roads, public safety, and infrastructure, carefully evaluating discretionary spending, and identifying opportunities to improve efficiency while maintaining the high level of service residents expect.
