Donna Rice (Republican)

Donna Rice is a lover of God, family, freedom, American opportunity, and the great American Constitutional Republic. She is a devoted Christian, wife, mother, and grandmother to eight. Professionally, she's an estate planning attorney in practice with her husband of 30 years, Cliff.

Donna grew up in Casper, graduated from Kelly Walsh High School and Casper College, then went on to the University of Wyoming. She attended law school at the University of Denver, College of Law. Donna has traveled a great deal and enjoyed many cultures, be she always loves coming home to her roots in Wyoming. She's a fourth generation Wyomingite and proud of her heritage of solid values, strong work ethic, and grit.

Personal Statement
I am an idealist at heart. I love Wyoming and I love America. As a legislator, I will pursue solutions grounded in principles of freedom. Our Founders forged a system of self-governance unique in the world. We must be diligent in preserving it for future generations.

With 30 years of law practice I am well capable of working in the legislative arena.

I've also served as Secretary for the Wyoming Republican Party since 2021. In that capacity I have served and interacted with many fine Republicans throughout the state.

In addition to legal skills, I bring interpersonal communications skills necessary to work with large groups of people, resolve conflict, and find creative ways to solve problems.

Officer, Wyoming Wyoming Republican Party

At the core of my reasons for running for office is my idealism of American self-governance. I love this country and state and do not want to see us slip down the path of socialism or any other governing ideology. We see American liberties being attacked, encroached upon, and eroded in recent decades. Each generation has a duty and obligation to fight to preserve the country we've been blessed to live in. Now is my time to join that fight in earnest.

As a patriot, I feel God's call on my heart to give of my time, abilities, and skills to serve my community and state. I ran for US Senate in 2020. While I didn't win that race, I learned a great deal and went on to engage at the state level with the Republican Party. I've served as State Secretary since 2021. I have met so many great Wyoming citizens who are passionate about their country. I want to bring my service home to Casper now.

My value system was formed growing up here with hard working parents. Oil fields, coal-fired power plants, and self-employment were all topics at family dinners. Being independent and working hard was expected. Appreciating this state was a given.

I, like my fellow Wyomingites, still hold to the deep patriotism and freedom principles that have made America a place of opportunity for all its citizens. We must fight to safeguard our lifestyle of liberty, preserve our Constitution, protect our elections, and ensure that future generations enjoy freedom and the many blessings it offers.

Preserve Constitutional Liberties - New legislation must safeguard, not diminish our freedom. Changes to established law, must be made with an eye to removing obstacles to freedom and opportunity born of freedom. Freedom of speech, property rights, and religious freedoms are just three of the liberties I am passionate about.

Wyoming Energy and Business - One of the greatest blessings this nation has given to its residents is the opportunity to achieve and succeed. We are a nation of innovation and industry. I want to see Wyoming's legacy industries thrive and new industries take root. We need to be producers, not just consumers. I want to see our residents have the conditions and opportunities to thrive while living the western lifestyle. I want to see young people have options to stay in the state with good paying jobs after their education is complete. Legislation that encourages a productive energy industry and varied business opportunities will always be on my radar as a legislator.

Education - Wyoming's per student spending is one of the highest in the nation. I want to see that funding capacity maximized and results measured by top scoring students on achievement tests. In addition, I would like to see America history and civics brought back into the curriculum at all levels. Our children need to understand the great heritage behind their freedoms. I also believe parental rights within the education system are paramount.
