Biography
Elissa is a 3rd generation Wyomingite, University of Wyoming Alum, and business owner in Casper, Wyoming.
A lifelong Republican, Elissa believes in local control, fiscal responsibility, solving problems, principles of good governance, and doing right by those who call Wyoming home. In 2021, she was appointed to the Governor’s Wyoming Wildlife Task Force. Elissa was fortunate to work on top-priority wildlife policy issues with State Representatives, Senators, County Commissioners, and our Wyoming Game & Fish Department.
Issues of importance to her are the support and retention of Wyoming’s youth; the mental/behavioral health and wellbeing of Wyoming’s residents; support for law enforcement, first responders and military; and building a strong Wyoming for future generations.
Experience
With a 28-year career in the training and development industry, Elissa's fields of experience range from oil & gas to healthcare and finance; from local municipalities to state government. Elissa understands Wyoming and the challenges facing our state. She actively participates in local issues and policy-making at city, county, and state levels. Elissa is invested in our community and will do right by Casper, Natrona County, and Wyoming.
Education
Elissa graduated from Kelly Walsh High School in Casper; received two Associate Degrees from Casper College, and Bachelors Degree from the University of Wyoming

Why I am Running
I’m running for House District 56 to help us, as a state, get back on track.
Recent legislative sessions in Cheyenne have demonstrated a lack of civility, decorum, and ability to work together to solve problems. The advancement of personal interests and national agendas has created an environment of contention and dysfunction in our state legislature. I care about Wyoming and its people, resources, and future. Care requires action, so I’m stepping into the arena.
I was raised to do the right thing and to do right by others — leaving it better than I found it. Like most folks born and raised in Wyoming, I am protective of our values, traditions, and the beautiful space we are fortunate to call home. I believe in supporting local businesses, lending a helping hand, and working together to make our communities stronger.
I’m a lifelong Republican who believes in local control, fiscal responsibility, principles of good governance, and doing right by those who call Wyoming home. I’m invested in our community and will fight to protect our values, quality of life, and future.
