Holly M. Butler is a Libertarian candidate for Wyoming House District 54. Born at Bishop Randall Hospital (53 years ago) and a current Lander resident. As member of the Northern Arapaho Tribe she brings a perspective shaped by her connection to the Wind River Reservation and the broader Wyoming Community. Butler is running on a platform centered on individual liberty, personal freedom, limited government, personal responsibility, and constitutional principles. Her campaign emphasizes protecting individual rights, reducing unnecessary government intervention and bureaucracy, and promoting accountable, transparent government.

Holly M. Butler brings 22 years of military service to her candidacy, including two combat deployments. Her military career provided extensive experience in leadership, teamwork, discipline, service, and working under challenging circumstances. She carries those experiences into her commitment to serving her community and representing the people of Wyoming House District 54.

Holly M. Butler holds a Bachelor of Science in Business with a major in Information Systems, as well as a Master of Science in Medical Cannabis Science and Therapeutics from the University of Maryland School of Pharmacy. Her academic background combines business and information systems with specialized study in the science, research, and therapeutic applications of medical cannabis.

Holly M. Butler is actively involved in community and advocacy organizations throughout Wyoming. She is a member of the American Legion and a lifetime member of Wyoming’s “Sisters of the Sage.” Butler is also the founder and executive director of the Wyoming NORML Foundation. In addition, she serves as acting executive director of the Indigenous Women’s Cannabis Chamber of Commerce, supporting the participation and leadership of Indigenous women in the emerging cannabis industry.

I am running for the Wyoming House of Representatives in House District 54 because I believe our communities deserve a representative who listens to the people, respects individual liberty, and remains accountable to those she serves. My experience includes more than 20 years of military service, community and economic-development involvement in Fremont County, and work supporting veterans, local businesses, and community initiatives.

Holly M. Butler has identified three primary areas of focus for her campaign: cannabis decriminalization, medical and adult-use cannabis policies, and veteran health and support. Her platform calls for changes to cannabis laws and policies while emphasizing access, regulation, and individual rights. She also places a focus on the health, well-being, and support services available to Wyoming veterans.
