He married and a father of 4. He grew up in Sheridan, Wyoming, graduating from Sheridan High School before answering a call to public service that shaped his life and career. He enlisted in the United States Army, eventually earning a commission and spending the majority of his 35-year military career within Army Special Operations Command. A retired Colonel and Special Forces officer, his distinguished service culminated in major command roles, including serving as the Detachment Commander for Special Operations Command. Following his military retirement, Dr. Dolan transitioned into higher education leadership, serving as a University Associate Dean and Professor. He has returned home to Sheridan County, bringing a lifetime of executive-level governance, fiscal discipline, and systemic oversight back to the community that raised him.

Dr. Dolan’s career centers on bringing people together to solve complex problems, supporting military families, and managing community resources. His background pairs steady military leadership with community care, including guiding family support programs and maintaining transparent oversight of large-scale budgets. As former Army Officer, Dean, Professor, Researcher, Program Manager, he has successfully guided multi-million dollar resource allocations with absolutededication to public trust.

Dr. Dolan has paired his decades of practical field leadership with rigorous academic mastery in organizational design and public systems. He holds a Ph.D. in Higher Education Leadership, specializing in the governance and evaluation of complex systems. His foundational and strategic education includes a Bachelor of Science Degree in Business Administration, a Master’s Degree in Education and Human Resources, and a Master of Strategic Studies from the prestigious U.S. Army War College.

Rooted in local accountability, Dr. Dolan ensures public boards operate with structural transparency. As a veteran committee chair, youth coach, and foundation grant reviewer, he brings structured civic leadership to Sheridan County. His objective is to protect taxpayer funds while serving as a dedicated advocate for the county's senior population Through proven service, he aims to build enduring community trust, direct-dollar accountability, and open communication for all residents.

Service doesn’t stop when you take off the uniform. I am running for the Board of Trustees because I want to give back to the community that raised me, bringing a heartfelt commitment to supportive care, transparent leadership, and responsible action. We have reached a chapter in life where the challenges our seniors face touch us all. Through my own family and the veterans I look out for, I see firsthand the heavy toll of health complications, quiet isolation, and the daily difficulties of aging. Our seniors spent their lives building Sheridan County. They deserve a board that listens closely to their needs and operates with genuine empathy, clear strategic vision, and steady care. My candidacy is built on four core commitments to our seniors and neighbors: Thoughtful & Lawful Governance, Responsible Fiscal Care, and Compassionate Community-Focused Support. Our seniors have earned our absolute best. I ask for your support to help ensure our board provides the warm, reliable, and deeply accountable leadership our community deserves.

I am running to serve as a dedicated, objective champion for Sheridan County’s senior population. I understand one has to move past personal sentiment and use rigorous research to identify compelling needs, optimize vital services like nutrition and transportation, and actively find the overlooked or isolated seniors who currently face barriers navigating the system.

I wish to ensure total structural transparency in how public funds are utilized. Your strict priority is to guarantee that new initiative revenues act as an elevated layer of support to expand critical programs, ensuring that existing baseline funding is never quietly diverted or reallocated elsewhere.

To do this, I intend to rapidly establish an effective, transparent governance framework that aligns strictly with Wyoming law, ensuring the board operates with total statutory compliance, structural order, and clear public accountability from day one.
