Biography

Luke spent over 36 years in the Army, most of which was spent as an Active Guard and Reserve member of the Wyoming Army National Guard. He served as a Field Artillery officer and worked his way through the ranks in that career field, while also holding multiple assignments in roles that required planning and coordinating the Guard's response to Domestic Operations. (State Emergencies) Luke deployed to Kuwait in 2004 and spent the last eight years of his service as the Commanding General of the Wyoming Military Department. After retiring from the military in 2019, Luke was privileged to work with another group of outstanding men and women while serving as the Director of the Wyoming Department of Transportation. Luke currently serves as the Chief of Staff of the Foundation for Infrastructure Resilience, a 501(c)(3) focused on ensuring resilient critical infrastructure nationwide, with a particular focus on the electrical grid. He is married to Devonna, and they have two daughters.

Experience

Luke has extensive experience leading large organizations, managing their budgets, and working with elected officials and the public to solve problems collaboratively. He has experience planning, preparing for, and then executing significant projects. Of note, while serving as the Adjutant General (TAG) and the Director of WYDOT, he worked well over 100 bills through the State Legislature. Luke is also a veteran, which is an experience that affects all other aspects of life.

Why I am Running

I am running because I care deeply about Wyoming and want to have a voice in the Wyoming we leave to future generations. I became interested in returning to public service and serving as a Legislator after watching this year's session and realizing that the philosophy and decisions of a particular faction of the body did not align with my vision for the State's future. I believe that serving as a State agency head for 12 years (8 with the Wyoming Military Department and 4 with the Department of Transportation) provides the experience and knowledge needed to be an effective Legislator. I have a deep understanding of how our State Government (and our budget) works and extensive experience working with the Legislature, other state elected officials, and most of the other State agencies.

Philosophically, I spent most of my adult life in the Army, protecting this nation and ensuring that it was safe for democracy. As a lifelong public servant, I am now interested in expanding my participation in the democratic process I worked to protect.

Top 3 Priorities

1) Keep Wyoming open for business.
2) Support our legacy industries (Energy, Agriculture, and Tourism) because they support our state economy, and be open to innovation and development in that space.
3) Build and maintain thriving communities that create the environment for our kids and grandkids to stay in Wyoming. I think that takes:
a) Good jobs
b) Affordable Housing
c) Available Healthcare
d) An excellent education system
e) Reliable Infrastructure
