Mark Horr (Republican)
County Commissioner - - (111)
Biography
As a lifelong resident of Converse County, I was raised on my family's ranch south of Douglas, where I developed a deep appreciation for hard work, family values, and the importance of community. My wife Mandy and I have shared 32 wonderful years of marriage and have raised our three children the same way I was raised, on a ranch, homeschooling them until the time came for them to go to town school, while keeping them actively engaged with opportunities through 4H and FFA. Converse County has always been my home, and throughout my life I have remained committed to supporting and strengthening our community. I am seeking election as County Commissioner because I believe in preserving our values, serving our citizens, and helping build a strong future for the generations to come.
Experience
I have built my career working in industries that are the backbone of Converse County, including agriculture, uranium mining, coal mining, and the oilfield. I managed the largest water disposal in Converse County and currently own and operate my own motor grader business. I also served eight years on the CCSD #1 Board of Trustees, including roles as Clerk, Treasurer, Vice Chair and Chair, giving me experience in budgeting, leadership, and managing major projects.
Education
I am proud product of CCSD #1, attending school locally and graduating from Douglas High School before some further education in Powell. Over the years, I have earned blasting certifications, passed the State Mine Foreman's test, fire trainings, and participated in multiple CCSD #1 board trainings. These experiences have shaped my leadership skills and prepared me for continued service to Converse County.
Community Activities and Memberships
I have always believed in working hard and giving back to the community that has given so much to me and my family. For over 10 years, I have served as a 4-H Shooting Sports Leader, spent 27 years as a dedicated Rural Fire member, and served more that 12 years as Zone 2 Warden. Whether volunteering my time, supporting local events like the chili cook-off with the school board, or serving where needed, I have always believed in stepping up and helping others.
Why I am Running
I am running for Converse County Commissioner for one simple reason: I care deeply about the community I have called home my entire life, and I want the opportunity to give back through service. I do not have an axe to grind or a personal agenda. I simply believe that when you have the experience, work ethic, and desire to help your community, you should be willing to step up and serve.
Converse County has been a part of my life from the very beginning. My roots here run deep, and the values I was raised with have shaped the way I live my life- work hard, be honest, keep your word, and do what is right even when nobody is watching. I have always been someone who believes in staying busy, working with purpose, and contributing wherever I can.
I believe strong communities are built by honest leadership, common sense decision making, and people who understand the importance of responsibility and accountability. I am not running for recognition. I am running because I believe my experience, my work ethic, and my commitment to Converse County make this a great opportunity to continue serving the place I call home.
Top 3 Priorities
If elected, my focus as a County Commissioner would center around three priorities that I believe are important for both the future of Converse County and the people who call it home.
First, I believe it is worth exploring whether it is feasible for Converse County to develop a Parks and Recreation Department. Strong communities are built around opportunities for families, youth, and residents to stay active, connected, and involved. I believe it is important to look at whether this is something that could benefit our county while making sure that it is done in a way that makes financial sense.
Second, I believe in maintaining fiscal responsibility in every decision that involves taxpayer dollars. County government has a responsibility to spend wisely, save where possible, and ensure that budgets are managed carefully. I understand the importance of being responsible with money and believe that every dollar spent should serve a clear purpose and benefit the people of Converse County.
Third, I believe good leadership comes from making informed decisions. Important decisions should never be rushed or make without understanding the full picture. I believe in asking questions, doing the research, listening to those affected, and making decisions based on facts, common sense, and what is best for the County as a whole.
My goal is simple: to serve honestly, think long-term, and help ensure Converse County remains a strong place to live, work, and raise a family.
