Michael grew up in Billings, Montana and has lived in Casper since 1985. His qualifications are grounded in more than 30 years of leadership and public service. Through service on nonprofit boards,professional organizations, and his career as a teacher and school administrator, he has gained many years of experience in budgeting, personnel management, governance, strategic planning, and community engagement.

– Served on the Casper City Council representing Ward 2 since 2023.
– Retired educator, with more than 40 years of experience.
– Served as a teacher and school principal in grades K-12.
– Classroom teacher in Wyoming, Montana and New Mexico.
– Administrator at the district level, in Natrona County in Curriculum and Instruction, and Human Resources.
– Catapult Learning, served as a professional learning facilitator supporting teachers, principals, and district administrators.

Michael holds a Master of Education from Lesley University and a Bachelor of Science in Elementary and Special Education from Montana State University–Billings.

Volunteer and board member for Casper Child Development Center, Self Help Center, and the Nicolaysen Art Museum. In 2025, Michael was appointed by Governor Mark Gordon to serve on the Wyoming State Parks and Cultural Resources Commission.

Casper is an enchanting place to live. Casper residents, however, face a variety of challenges depending on their individual circumstances, but several concerns arise consistently. Affordability remains a significant issue, particularly regarding water, sewer, and trash utility rates, especially for residents on fixed or limited incomes. Constituents also seek timely responses to questions about city services and a clearer understanding of the ordinances and regulations that affect their daily lives.
During my first term on the City Council, residents contacted me about utility costs, landfill access, street maintenance, neighborhood safety, traffic management, business development, zoning restrictions, and easement questions related to fiber-optic installation. While the issues vary, the common thread is a desire for responsive, transparent, and effective local government that listens and provides practical solutions.
I want to be part of the solution to issues facing the city and our residents.

1. Secure quality services & infrastructure for taxpayers: Focus on dependable city services, well-maintained infrastructure, & smart use of taxpayer dollars.

2. Sustain responsible financial investment & economic opportunity: Support balanced growth, sound budgeting, & opportunities that strengthen Casper’s local economy.

3. Support community partnerships and local control: Work with residents, businesses, nonprofits, & organizations to solve problems & improve quality of life. Keep decision-making close to the people of Casper & defend the community’s ability to shape its own future.
